re-opening resources should be explicit or at least log a warning

When you declare a resource with the same name as an existing one, chef re-opens the existing one instead of creating a new resource. When this is what you intended, you can get really powerful behavior and keep the data in recipes nicely normalized. When this is not what you intended, though, it is very confusing. Since this is a 'power-user' feature, it seems like opting-in to this behavior is the correct way to go. But, at minimum, chef should log a warning that this is happening.
