Description
In CHEF-2062 we found that yum exits with success if you try to install a package that doesn't exist.
The apt provider give an obscure error in this situation.
/var/lib/gems/1.8/gems/chef-0.9.14.beta.1/bin/../lib/chef/mixin/command.rb:184:in `handle_command_failures': apt-get -q -y install ice=lolcats returned 100, expected 0 (Chef::Exceptions::Exec)
We should check if the version is available for all package providers and give a sane error when it is not.
