Description

In order to be more closely aligned with both Semantic Versioning and Chef's new version scheme, cookbooks created with 

knife cookbook create
should start as version 0.1.0

I'm not sure we should add additional clutter to either file. While the link would be helpful, I'm not sure it provides any value in either the CHANGELOG or the README. I'm not sure where else it might belong though.
