include specs in chef gem

Description

I'd like to run the chef specs as part of the rpm build process but it seems they aren't being shipped in the gem. The Rakefile leads me to believe they are supposed to be.

I've also noted a dated chef.gemspec which can be auto generated with rake gem_spec. Guessing it can go.

Discussed this with Adam, we believe the real fix here is to remove the Rakefile and the specs from the gems - if you need access to them you should check out the tag via Git and run it there / build gems / whatever.
