Set as a blocking bug, related to CHEF-63. We won't have the packages in Debian until this bug is fixed.

Version 0.8.10+ of the packaging in the PPA and any later versions posted there or on apt.opscode.com will incorporate the ability to start server daemons as chef. The client still needs to run as root.
