Support for backup up files in another directory than the original file

Description

It would be useful if I could tell chef to back up files that it change to somewhere else than the same directory as the original file lives in. This is similar to how filebuckets work in puppet.

I have a patch written for this, I'll point at it in the bug once I have an issue ID.
