chef-server-webui should log to a different filename then the server... perhaps have it's own config file to do so?

Description

... for the sake of keeping logs clean and tidy not having 2 processes write to the same logfile would be nice... and adding a config file is prolly the best way to achieve this.

/etc/chef/webui.rb perhaps, so that way we can log to /var/log/chef/webui.log and server-api can hit server.log
