add script-security attribute to openvpn server.conf

Description

In newer versions of openvpn such as which come with Ubuntu 12.04, script-security needs to be 3 or higher to allow starting up the daemon, e.g.:

This should be an attribute with the default level 1, which matches the per the man page.
