openvpn cookbook should remove users w/ action:remove flag

Description

The new users cookbook looks for an action:remove flag in the users json and the openvpn cookbook should look for this to remove users who no longer are active.

No need for a CHANGELOG entry for odd numbered releases as we use these for 'dev' releases.

Please use a file resource instead of a execute resource when possible, including here.
