Add sshd_config options to openssh server recipe [patch]

Description

I've added options to the openssh cookbook and a default sshd_config file. The attributes added are only those most likely to be modified by most users, but adding more options should be made pretty simple by this. The default values match those on standard SSHd installs.

So I recently replicated this behavior, came here and saw this.

I haven't pushed to github yet, but will do that shortly if I'm not duplicating effort.

I have signed the CLA, have completed both a sshd and ssh template, and would like to get them pushed out.
