Add ELB to AWS cookbook

Description

I've given this no technical thought, but it would be interesting to have LWRP for ELB, and perhaps a recipe that could be used as a drop in replacement for haproxy::app_lb.

You could pick one of your other nodes to run that recipe and configure an ELB based on it's environment.

I'm working on this now. My plan is to add a LWRP to allow a node to register itself with the LB. This is similar to how the elastic_ip lwrp works now.

There is a missing 'region' attribute in the ElbInterface constructor. Without it the default region is used, so if you are working with a different region you are screwed

I'd love to get this released, and prefer to have the region fix in before we do so. However, we do not have a CLA on file for either Iuri Aranda, nor Jose Fernandez. Just a reminder that we do require a CLA/CCLA on file for all contributions.

Neither of the authors of the pull request followed up to requests for a CLA, but Justin Huff submitted a pull request with the region fix that is now merged. This will be in the next release of the aws cookbook.
