gracefully handle required server restarts on Windows platform

Description

Some configuration tasks on the Windows platform require a restart. Find an elegant way to poll for this restart and optionally perform the restart based on the users permission (maybe a node attribute).

A smart report handler may be the best approach as we can guarantee the chef run has completed successfully.
