Upgrade Fog dependency from 0.8.2 to 1.1.x

Description

I'd like to be able to create EC2 instances in the US-West-2 (Oregon) region. In order to do so the current version of Fog (1.1.1 as of now) is required. Also, there have be steady improvements since 0.8.2 that I suppose would benefit the Knife EC2 plugin overall.

I'd also like to use US-West-2. How do I get a patched Fog 0.8.2* and/or get knife to work with current libfog? This is definitely hindering our adoption of Chef in our new AWS/EC2 project.

The update to fog ~> 1.3.1 appears to be working pretty well.
