windows::hostname fqdn should fallback to gethostbyaddr

Description

In the windows::hostname plugin, Socket.gethostbyname(Socket.gethostname) only resolves when the hostname has a DNS entry. Falling back to Socket.gethostbyaddr allows the fqdn to be defined in C:\WINDOWS\system32\drivers\etc\hosts
