Ohai does not detect server to be a Rackspace cloud server when using RackConnect

Description

Using RackConnect on a cloud server, Rackspace's system for connecting Cloud servers to dedicated servers, Ohai fails to detect the cloud server as a Rackspace cloud server, and doesn't append the Rackspace cloud attributes to the Chef Node.

Related to OHAI-267, wherein the method we currently use to detect rackspace cloud is a fluke and Rackspace has confirmed they provide no way to establish identity.

Lacking a definitive method for determining the cloud type on the host itself, the hint system developed in OHAI-267 will be our solution.

With Ohai 6.14.0, create /etc/chef/ohai/hints/rackspace.json to enable Rackspace attribute collection.
