Way back in
CHEF-26 support was added such that if you name a resource of the same name and type of a previous resource, we loaded it's values. This was primarily to let you notify a resource from the top level, by simply redefining the resource and giving an action.
This confuses people often when they do things like this (but less contrived):
CHEF-2812 made us think we should fix that. We probably still want a top-level notify resource, but in the interim we need to at least warn people we think resource cloning is not ideal and should go away.
